Even your slaves and army have to live somewhere.

Does the number of settlements or their quality matter? And can you defend them at all? From the beginning, you start with one Hamlet. It's up to you how many of them you can build, conquer or improve.

Settlement stages

A Capitol City can only be created once and cannot be changed. The only option is to completely demolish it and it will disappear when it falls.

In the settlements, it's up to you how you build the infrastructure. Whether you decide to build a village purely for production or a proper city for army production, or if you combine it wisely, is your strategy.
